Joe Benny Williams was born on February 5, 1942, in Waskom, Texas to the parentage of Neal and Lula Williams. Joe grew up and left home at an early age. He lived with and worked for the Forsythe family, who put him through school. He was educated in the Waskom School District where he attended Waskom High School and graduated in 1964. He met the love of his life, Miss Laverne Hicks in High School. They married on June 25, 1964, and moved to Dallas, Texas later that year. Three children were born into this union, Reverend Leonard Williams, LaWonda Bluitt, and Reverend Doctor LaCedric Williams.

Joe professed hope in Jesus Christ at an early age. He was a member and was baptized at Union Baptist Church in Waskom, Texas. He joined Community First Baptist Church in Dallas, Texas, where he was ordained a Deacon by the late Reverend C.H. Gerald. Later he joined Greater Community First Baptist Church in Dallas, Texas under the leadership of Reverend Doctor LaCedric D. Williams. He worked as a Deacon and sang with the Male Chorus Choir until his health failed.

Joe started his career in the medical field at Parkland Memorial Hospital in Dallas, Texas, where he was trained as an anesthesiologist tech.
